I think of cookies as being very different from pie crust because they contain eggs, sugar, and usually more liquid, while pie crust -- the recipe I use, anyway -- has flour, salt, shortening, and the barest minimum of cold water necessary to keep it from being merely a pile of small bits of fat loosely coated with salt and flour. Also it generally gets rolled out thinner than cookies. I don't often make cut-out cookies, though; I usually make drop ones. So either your pastry is different or your biscuits are. 8-)
