Maybe neighborhood domes, compiling into dome-piles like soap bubbles. Top level bubbles could unite similarly-inclined lower-level domes. An uber-dome could capture precipitation and funnel it where desired...

Neighborhoods could vote on the weather they wanted. Like-minded people could share domes.

People who like stormy weather could join storm-communes. Gardeners could get rain shunted in from beach communities.

Personally, I don't mind rain but don't like things too humid or much warmer than the mid-eighties. Who's with me?
