Now that you mention it, there was quite a bit of "it doesn't dare" in their general attitude. There were also a LOT of them -- at least three very young ones, presumably apprentices, and maybe six others, though some were in and out and I wasn't able, as it turned out, to distinguish the city inspector from anybody else.
