Cattitude and I had a similar experience with that website and needing to call and talk to someone on the phone, but got it all sorted out. (We did this a couple of months ago, with the "qualifying event" being that we'd used up our COBRA coverage.)
[Sorry, I have no advice to offer on Minnesota, and am not even sure we made the best choice for Massachusetts, but am hoping it's a good-enough one.]
