What a hassle! We managed, somehow, to convince the city that it was their problem to keep our pipe-to-sewer clear of tree roots. Every couple of years the sump would start backing up into the crawl space (o joy), we'd call the city, they'd come and roto it out, then we'd bleach the crawl space. (First time I called, they said they'd have to 'see if it was related to them, or something at our end', but as soon as they put the address in they said they'd had to deal with it before and they'd be right out. So apparently this was not a new problem, and something it would have been nice to know ahead of time, but I can understand why the sellers didn't mention it. I certainly didn't when I sold the house :)
Sympathies for navigating with crappy weather and bum foot! I was lucky with the weather, worst I had to deal with was a freshly-graveled driveway (so the gravel was all loose and squishy).
