They do, but it's mostly a sideline to the core business. (And they're almost always not the best choice for regular plumbing, at least hereabouts.)
Connected-to-Mordor sometimes means the city has to buy you a new house, but the marginal cases, where they don't, but, yeah, that is truly Mordor, are dire indeed, so I'm also happy (at this safe remove) you're not in that clientele either! (There was an incident in Kingston about a thousand years ago where "depolymerized oleaginous mass" and "eighty years of lint" wound up in the same report, and the same basement. (I had nothing to do with it except to listen to people who had walked by it and felt themselves like to die from the smell.))
